Detectives with the Macomb County Sheriff's Office have arrested 44 year-old Steven Scott Lipa from Algonac for taking pictures up woman’s skirts at a Lenox Township Meijer. The Macomb Area Computer Enforcement team started their investigation after a complainant came to their offices and provided them with a data-storage device that contained images of unsuspecting women. After reviewing the videos, detectives were able to see clear images of Lipa as he affixed the camera to his person before entering Meijers. Lipa used a video-camera, that was affixed to his shoe, and stood near his victims.He was arrested on Friday after he debarked a plane at Detroit Metropolitan Airport. A $50,000 bond was set on Saturday during the suspects interim bond hearing. Lipa posted bond and was released from jail. He is charged with two counts of Surveying a Unclothed Person, a two-year felony. Lipa is due back in court November 9th.
