The St. Clair County Board of Commissioners have finalized the contract with the SMG company, for professional management of the Blue Water Area Convention Center, due to go up this year along the Thomas Edison Parkway.  A special session Thursday for the Board saw the contract approved, which had been delayed a bit due to some back and forth in the negotiation process.  County Administrator, Bill Kauffman, says construction of the facility will continue once the weather becomes more cooperative. SMG will also act as managers for McMorran Place, with County Board Chair Jeff Bohm saying the plan all along has been to have one management company handling day to day operations for both McMorran and the convention center.  Meanwhile, Kauffman says the County expects to be awarding construction contracts for the facility in the very near future, with final bids for the Event Hall due in by March 6th.  The session, yesterday, saw two of the Commissioners opposing the SMG agreement, largely due to expectations of an $800-thousand dollar deficit... more than had been originally projected.  The board, Thursday, also approved a land acquisition for $400-thousand dollars for a 72-acre site to be used in connection with the Smiths Creek Landfill.
